The Maharashtra Electricity Regulatory Commission has invited applications for the post of Independent Member for Consumer Grievance Redressal Forums in the State of Maharashtra under Section 42(5) of the Electricity Act, 2003. About MERC Independent Member

The Maharashtra Electricity Regulatory Commission administers the appointment of Independent Members for Consumer Grievance Redressal Forums in accordance with the Electricity Act, 2003, and the MERC (Consumer Grievance Redressal Forum & Ombudsman) Regulations, 2020 and MERC (Consumer Grievance Redressal Forum & Electricity Ombudsman) (First Amendment) Regulations, 2024. These appointments are made for distribution licensee MSEDCL across specified circles in Maharashtra to address consumer grievances.

Posts, Eligibility and Pay

Independent Member Qualification & Experience

• Independent Member shall have experience of working for at least ten (10) years on matters concerning consumer Grievances.
• Candidate shall be well conversant with Marathi language.
• Candidate recommended by registered Voluntary Consumer Protection Organisation/registered NGOs in the area working on the matters concerning consumer grievances or Chairperson CGRF, will be preferred.
• The Member shall not have been in the employment in any capacity under, or agency of, the Distribution Licensee or provided consultancy services to electricity consumers for a minimum period of three (3) years prior to being appointed as member of the Forum.
• Preference shall be given to a representative of a registered voluntary consumer protection organization or Industrial Association and preference shall be given to a person who resides in the same area of CGRF Location mentioned in Advertisement.

Period of Contract

Independent Member of the Forum shall hold office for a fixed term of three (3) years as per Regulation 4.5 of MERC (Consumer Grievance Redressal Forum & Electricity Ombudsman) Regulation 2020. The tenure of Independent Member may be extended by the Commission for a further period not exceeding two (2) years subject to an overall age limit of sixty-five (65) years.

Remuneration & Perquisites

• Monthly remuneration is Rs. 35,000/- per month.
• Statutory Taxes will be deducted at source.
• Remuneration is inclusive of allowance such as sitting fees, honorarium and all other allowance such as conveyance allowance, telephone charges etc.
• For holding the additional charge of Chairperson or Independent Member of other CGRF, 25% additional remuneration and the TA/DA at the rate as applicable to the Chief Engineer or equivalent shall be applicable.

Selection Process

• If necessary, selection process may be on basis of interview to be conducted by Maharashtra Electricity Regulatory Commission.
• Prescribed qualifications are minimum and mere possession of the same does not entitle the candidate for selection.
• Canvassing in any form will disqualify candidature.
• The Commission shall verify the integrity and background of the applicants.
• The Commission may select the candidate for one of the locations specified by the applicant or any other vacant position, based on the discussion during the interview/appointment process.

• Applicant shall provide up to five preferred locations to work as a Independent Member.
• Canvassing in any form will disqualify candidature.
• If any false/incorrect information furnished by the candidate is detected at any stage of recruitment process, his/her candidature will not be considered.
• If the candidate knowingly or wilfully furnishes incorrect or false particulars or suppresses material information, he/she will be disqualified and if appointed, shall be liable for dismissal without any notice or assigning any reasons whatsoever.
• The decision of the MERC in all matters relating to recruitment shall be final and no individual correspondence will be entertained.
• No separate applications to be sent, if applicant is applying for the post of Independent Member at more than one location.
• Incomplete applications and/or applications received after the due date shall not be considered for evaluation.
• Applications submitted through any other mode shall not be accepted.
