ITBP CAPF MOSB Medical Officer Eligibility Criteria / Qualification

Qualification for Super Specialist Medical Officers (Second-in-Command)

• A graduate degree in Medicine (M.B.B.S.) or equivalent from a recognized university/institution included in the first schedule to the Indian Medical Council Act, 1956.
• Enrolled in any State Medical Register maintained under the Act.
• Completed compulsory rotating internship.
• Post Graduate Degree or Diploma in the related specialty mentioned in Section ‘A’ or Section ‘B’ in Schedule I to the Indian Medical Council Act, 1956 (102 of 1956), or equivalent.
• Doctorate of Medicine (DM) or Magister Chirurgiae (M.Ch.) or equivalent, with three years’ experience in the concerned Super-Specialty after obtaining the first postgraduate degree (Senior Residency period will also be counted towards experience).
• Must have permanent registration from MCI/NMC/State Medical Council before appointment.

Qualification for Specialist Medical Officers (Deputy Commandant)

• A recognized medical qualification of Allopathic system of medicine included in the first or second schedule or Part-II of the third schedule (other than licentiate qualification) to the Indian Medical Council Act, 1956. Holders of qualifications in Part-II of the third schedule must also fulfil the conditions in Sub-Section (3) of Section 13 of the Act. Permanent registration from MCI/NMC/State Medical Council is required before appointment in any CAPF/AR.
• Completion of compulsory rotating internship.
• Post Graduate (PG) Degree/Diploma in the concerned specialty mentioned in Section ‘A’ or Section ‘B’ in Schedule-I, or equivalent, along with one and a half years’ experience in the concerned speciality after obtaining the PG Degree, or two and a half years’ experience after obtaining the PG Diploma.

Qualification for Medical Officers (Assistant Commandant)

• A recognized medical qualification of allopathic system of medicine included in the first or second schedule or Part-II of the third schedule (other than licentiate qualification) to the Indian Medical Council Act, 1956; Part-II third schedule holders must also fulfil the conditions in Sub-Section (3) of Section 13.
• Permanent registration from any MCI/NMC/State Medical Council before appointment in any CAPF/AR.
• Completion of compulsory rotating internship. Candidates undergoing rotating internship are eligible to apply and appear for the interview, provided that, if selected, they satisfactorily complete the compulsory internship before appointment.

ITBP CAPF MOSB Medical Officer Salary

In addition to basic pay, officers are entitled to Non-Practicing Allowance, Dearness Allowance, Transport Allowance, House Rent Allowance and other allowances admissible under Central Government orders/provisions, as amended from time to time. No Post Graduate allowance is admissible, since a Post Graduate degree/diploma (or graduate degree/diploma in a particular field of specialization, as applicable) is the basic essential qualification for the post.

Promotional Avenues – Dynamic Assured Career Progression (DACP) Scheme

A Dynamic Assured Career Progression (DACP) Scheme grants time-scale financial upgradation to Medical Officers in CAPFs & AR without linkage to vacancy, based on years of regular service in each pay level. Broadly:

• Medical Officers (Assistant Commandant): progress through Level-10 → Level-11 (4 years) → Level-12 (5 years) → Level-13 (4 years) → Level-13-A (3 years) → Level-14 (4 years, along with 20 years of regular service), with corresponding ranks from Deputy Commandant up to Commandant.
• Specialist Medical Officers (Deputy Commandant): progress through Level-11 → Level-12 (2 years) → Level-13 (4 years) → Level-13-A (3 years) → Level-14 (4 years), with corresponding ranks from Second-in-Command up to Commandant.
• Super Specialist Medical Officers (Second-in-Command): progress through Level-12 → Level-13 (4 years) → Level-13-A (3 years) → Level-14 (4 years), with corresponding ranks up to Commandant.

Promotion from the rank of Commandant to DIG (Medical) and IG (Medical) for Medical Officers and Specialist Medical Officers is by selection against sanctioned vacancy through a combined seniority list.

Provision for PG Course

An officer can apply for the PG entrance examination on completion of 5 years of regular service, as per the instructions issued in this regard.

ITBP CAPF MOSB Medical Officer Selection Process

Candidates whose online applications are found in order will be issued an e-admit card mentioning date, time and venue for Documentation & Interview by a designated Board of Officers, followed by Physical Standard Tests (PST) and Medical Examination Tests (MET), to assess suitability for appointment in CAPFs & AR.

Documentation

All candidates called for interview must bring a clear, legible printout of the e-admit card along with original testimonials and one set of self-attested copies, including: Matriculation/School Leaving Certificate (age proof); certificate in support of qualification; certificate for completion/undergoing internship; registration certificate from MCI/NMC/State Medical Council; SC/ST/OBC/EWS certificates (as applicable, issued by an authority not below Tehsildar/SDO or equivalent); OBC (NCL) declaration; NOC for Government Servants; discharge certificate for Ex-Servicemen; domicile/citizenship proof; West Pakistani Refugee certificate (if applicable); height relaxation certificate (if applicable); and NCC Grade Certificates, where available. Candidates without these original documents may not be permitted to enter the interview centre.

Interview

The designated board conducts the interview of candidates found eligible after documentation. The interview carries 200 marks and tests general knowledge and ability in the candidate’s academic field, along with personality, intellectual curiosity, judgment, alertness, social cohesion, integrity of character, initiative and leadership capability. The minimum qualifying standard is 40% of the total marks (i.e., 80 out of 200), and this minimum is the same for all categories of candidates. Candidates not meeting this standard are eliminated from the selection process.

Physical Standard Test (PST)

Candidates who qualify the interview are checked for physical standards by a designated Board of Officers on the same day or the next day. Candidates who do not meet the minimum required physical standards are eliminated at this stage, though they may prefer an appeal the same day to the nominated appellate authority through the Presiding Officer of the PST Board; the appellate authority’s decision is final.

Height is relaxable by 2 cms for candidates falling in the categories of Gorkhas, Garhwalis, Kumaonis, Dogras, Marathas, and candidates belonging to the States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, the Kashmir region of UT Jammu & Kashmir, and UT of Ladakh; and relaxable by 3 cms for candidates belonging to Scheduled Tribes. Candidates seeking such relaxation must submit the prescribed certificate whenever sought by the Recruitment Board.

Medical Examination Test (MET)

Candidates who qualify the PST undergo Medical Examination Test by a duly constituted Board of Medical Officers of CAPFs & AR, on the same day or the following day of the PST, as per medical guidelines issued by the Ministry of Home Affairs (MHA UO No. A.VI-1/2014-Rectt (SSB) dated 20/05/2015, as amended). Candidates are declared either “FIT” or “UNFIT”. Those declared unfit may undergo a “Review Medical Examination (RME)” by giving written consent within 24 hours of being informed of their unfitness; RME is conducted preferably the next day.

Basic Medical Standards

No Radial Keratotomy (RK) or other refraction surgery is permitted. Lasik surgery correction is permitted subject to prescribed criteria: interval of 6 months since surgery, age 20–35 years, axial length less than 26 mm and more than 21 mm, corneal thickness of 425 microns, pre-Lasik error up to 6D, vision as per medical guidelines, and normal retinal status.

Candidates must not have knock-knees, flat foot or squint, and must be in good mental and bodily health, free from any medical condition or physical defect likely to interfere with efficient performance of duties.

Tattoo clause: Tattoos depicting religious symbols/figures and the name (as followed in the Indian Army) are permitted. Tattoos are allowed only on the inner aspect of the forearm – left forearm only, being the non-saluting limb – or on the dorsum of the hands, and the size must be less than one-fourth of the particular body part (elbow or hand). Where a tattoo has been removed and has substantially faded, it will be treated as a “scar” and not a tattoo, subject to review by the Medical Board during detailed medical examination.

Merit List

The Medical Officers Selection Board will prepare a merit list based on the aggregate marks awarded to each candidate during the interview. Separate merit lists are also compiled for SC/ST, OBC (NCL) and EWS candidates.

Important Instructions

• Candidates already in Government service must submit their application through proper channel, along with a duly signed “No Objection Certificate” (Annexure-III) from their employer, agreeing to release them if finally selected; this original certificate must be submitted at the time of document verification, else their candidature will be rejected.
• Candidates for Specialist Medical Officers (Deputy Commandant) and Medical Officer (Assistant Commandant) must indicate their choice of preference for all CAPFs (BSF, CRPF, ITBP, SSB) & Assam Rifles, in order of preference; this choice, once submitted, is final and no request for change will be entertained. The post of Super Specialist Medical Officer (Second-in-Command) is available in ITBP only.
• Candidates shall be required to serve the Force for a minimum period of 10 years. Resignation before completion of 10 years requires refund of a sum equal to three months’ pay and allowances, or the cost of training imparted, whichever is higher.
• Every candidate appointed shall be on probation for two years, extendable by one year at the discretion of the Central Government. Services may be terminated during or at the end of the probation period without assigning any reason.
• No candidate appointed to these posts shall be permitted private practice, including consultancy and laboratory practice. No extension in service will be granted beyond the age of superannuation.
• Disqualification: No person who has entered into or contracted a marriage with a person having a spouse living, or who, having a spouse living, has entered into or contracted a marriage with any other person, shall be eligible for appointment – unless the Central Government is satisfied that such marriage is permissible under the personal law applicable and exempts the person from this rule.
• Candidates called for interview from outstation will be paid travelling expenses as per Ministry of Finance OM No. F-19045/1/74/E-IV(B) dated 30-01-1976. No TA is admissible for a journey up to 250 km; for journeys exceeding 250 km, the candidate bears the cost of the initial 250 km on each of the outward and return journeys, and the remaining distance is reimbursed as a single second-class rail fare or actual bus fare. For SC/ST candidates, the fare for the first 30 km of both outward and return journeys is borne by the candidate. This concession is not admissible to candidates already employed in Central/State Government, Corporations, Public Undertakings, Local Government institutions or Panchayats.
• Mere presence and qualifying in the medical examination does not guarantee a right to appointment. The Selection Committee, on behalf of the Government of India, reserves the right to reject or accept the candidature of any applicant at any stage.
• The Selection Committee will not enter into any correspondence with candidates except in case of a change of address sought by the candidate.
