EdCIL (India) Limited, a Mini Ratna Category-I Central Public Sector Enterprise under the Government of India, has released Advertisement No. EdCIL/TSG/Rajasthan/PMU-SS/2026-01 dated 11 August 2026, inviting online applications for engagement on a contractual basis at the Project Management Unit (PMU) under Samagra Shiksha & STARS, Rajasthan Project, Department of School Education, Government of Rajasthan. This recruitment is being conducted on behalf of the Rajasthan Council of School Education, the State Implementation Society constituted by the Government of Rajasthan for implementing the Samagra Shiksha & STARS programme in the state.

EdCIL is inviting applications for 57 positions across seven categories – Chief Consultant (2 posts), Consultant at Rs. 1,20,000 fee level (2 posts), Consultant at Rs. 1,00,000 fee level (2 posts), Consultant at Rs. 80,000 fee level (6 posts), Associate Consultant/Data Analyst (2 posts), District Consultant FLN (41 posts), and Coordinator (2 posts). These are purely contractual engagements; place of work will be at the State, District, or Directorate level in Rajasthan. Eligible candidates are Indian Nationals holding the specified postgraduate/professional qualification for each post, with relevant post-qualification experience and an upper age limit ranging from 42 to 55 years depending on the post. Both qualification and experience, as well as age, are reckoned as on 01 April 2026, as stated in the notification. EdCIL has advertised a total of 57 positions across seven post categories for the PMU under Samagra Shiksha & STARS, Rajasthan Project. Chief Consultant {Rs. 1,75,000} – Post Code 101: Planning & Budgeting (Samagra Shiksha)

Essential Qualification: Master’s Degree in Business Administration (Finance)/ABST/Education/Social Work/Public Policy with at least 60% marks from a recognised university; good command of computer applications, especially MS Word, PowerPoint, and Excel.

Essential Experience: Minimum 10 years’ post-qualification experience in Budgeting/Finance/Planning in State Government/Central Government/PSUs/Autonomous Bodies/Development organisation/National or International development partners/Social Sector Organisation/CSR/Trust, of which at least 2 years must be at the National or State level.

Chief Consultant {Rs. 1,75,000} – Post Code 102: Monitoring District Program Management Unit, Academic & Training (Samagra Shiksha)

Essential Qualification: Master’s degree in any subject, preferably Social Sciences/Education/Social Work, MBA in HR, or 2 years’ PG Diploma in Human Resource Management from a recognised university with at least 60% marks; command of MS Word, PowerPoint, and Excel; proficiency in written and spoken English and Hindi.

Essential Experience: Minimum 10 years’ post-qualification experience in project implementation in State Government/Central Government/PSUs/Autonomous Bodies/Development organisation/National or International development partners/Social Sector Organisation/CSR/Trust.

Consultant {Rs. 1,20,000} – Post Code 201: Samagra Shiksha Policy & NEP 2020 (Samagra Shiksha)

Essential Qualification: Master’s degree in Social Sciences/Education/Social Work/Public Policy/M.Tech./MBA, or 2 years’ PG Diploma in Management, from a recognised university with at least 60% marks; command of MS Word, PowerPoint, and Excel; proficiency in written and spoken English and Hindi.

Essential Experience: Minimum 8 years’ post-qualification experience in Educational Planning/Policy Formulation and Implementation in State Government/Central Government/PSUs/Autonomous Bodies/Development organisation/National or International development partners/Social Sector Organisation/Trust/CSR, of which at least 1 year must be at the National or State level.

Consultant {Rs. 1,20,000} – Post Code 202: Finance (STARS)

Essential Qualification: CA/ICWA, or Master’s Degree in ABST/MBA (Finance), with at least 60% marks from a recognised university; good command of MS Word, PowerPoint, and Excel.

Essential Experience: Minimum 8 years’ post-qualification experience in Financial Management/Financial Monitoring in State Government/Central Government/PSUs/Autonomous Bodies/Development organisation/National or International development partners/Social Sector Organisation/CSR/Trust.

Additional Desirable: Knowledge of the accounting software ‘Tally’; knowledge of PFMS will be an added advantage.

Consultant {Rs. 1,00,000} – Post Code 301: ECCE & FLN (Samagra Shiksha)

Essential Qualification: Master’s degree in Social Sciences/Education/Social Work with at least 60% marks from a recognised university; command of MS Word, PowerPoint, and Excel; proficiency in written and spoken English and Hindi.

Essential Experience: Minimum 5 years’ post-qualification experience in ECCE and Foundational Literacy & Numeracy, curriculum development, teacher training, learning assessment, or Skills/Vocational or education programme implementation in State Government/Central Government/PSUs/Autonomous Bodies/Development organisation/National or International development partners/Social Sector Organisation/CSR/Trust.

Consultant {Rs. 1,00,000} – Post Code 302: Quality, Teacher Performance and Classroom Practice (STARS)

Essential Qualification: Master’s Degree in Social Sciences/Education/Social Work/B.Tech./MBA, or 2 years’ PG Diploma in Management, with at least 60% marks from a recognised university; command of MS Word, PowerPoint, and Excel; proficiency in written and spoken English and Hindi.

Essential Experience: Minimum 5 years’ post-qualification experience in teacher education, classroom practices, academic monitoring, pedagogy, learning assessment, school quality improvement, or experience in teacher training, classroom observation, mentoring, academic supervision, and development of Teaching Learning Material (TLM).

Consultant {Rs. 80,000} – Post Code 401: Legal (STARS)

Essential Qualification: Bachelor’s Degree in Law (LL.B.) from a recognised University/Institution, or Master’s Degree in Law (LL.M.); good command of MS Word, PowerPoint, and Excel.

Essential Experience: Minimum 3 years’ post-qualification experience for LL.B., or 2 years’ post-qualification experience for LL.M., in legal matters, contracts, litigation, arbitration, policy matters, or regulatory compliance; experience in drafting and vetting legal documents, agreements, MoUs, affidavits, and court-related matters.

Essential Qualification: Master’s Degree/MCA/M.Tech. in Computer Science or Information Systems/Technology with at least 60% marks from a recognised university; knowledge of developing digital libraries, monitoring tools, applications, tracker dashboards, tech-enabled learning enhancement systems, command and control centres, etc.; proficiency in written and spoken English and Hindi.

Essential Experience: Minimum 3 years of experience in school education, educational administration, academic coordination, monitoring, or implementation of schemes; experience in planning, coordination, monitoring, data analysis, report preparation, and stakeholder management; typing skills in English is a must.

• Candidates possessing M.Phil./Ph.D., additional qualifications, research experience, and published papers in the relevant field will be given weightage or preference.

All posts under this recruitment carry a consolidated monthly fee/remuneration, inclusive of all allowances. There is no separate pay scale, as these are contractual engagements.

EdCIL Rajasthan PMU Recruitment 2026 Selection Process

The selection process will be based on academic/professional qualifications and post-qualification experience, and will also include an Interview, as may be decided depending on the total number of eligible applicants. Merely fulfilling the eligibility criteria does not entitle a candidate to be called for interview. A waiting list will also be prepared for each category of consultant/other position, so that if a selected candidate does not join, or if any consequential vacancy arises, suitable candidates from the waiting list will be given the opportunity to join, based on experience and qualifications.

Engagement of the selected consultants/other posts will be purely on a contractual (full-time) basis for a period of 1 year, which may be extended by 1 more year for providing high-quality services on specific projects, as per the requirement of the Ministry of Education (MoE) and the performance of the individual. This engagement does not vest any right in the candidate to claim regular appointment, permanent absorption, or continued contractual appointment.
