The Department of Health, Medical Education & Family Welfare and the Jharkhand Rural Health Mission Society (JRHMS), Government of Jharkhand, have invited online applications for the engagement of Specialist Medical Officers (SMO) through a bidding process. Two advertisements have been released: Advt. No. HMFW/2026 (SMO BID) 2755 (MD) dated 01-10-2026 for 200 Non-Teaching Specialist Medical Officers, and Advt. No. NHM/03/2026 (SMO BID) 2750 (MD) dated 30-09-2026 for 106 Specialist Medical Officers under various NHM programmes. Together, they cover 306 positions at district hospitals and sub-divisional hospitals across Jharkhand.
Candidates with an MBBS degree and a Post Graduate Degree/Diploma in the concerned specialty from an NMC-recognized institution, along with valid Medical Council registration, can apply. The age limit is 23 to 64 years as on 31-10-2026. The engagement is purely contractual, and there is no fixed salary: candidates quote their own monthly remuneration for each facility, up to a maximum of Rs. 3,00,000 per month.

The facilities are spread over 24 districts, including Bokaro, Chatra, Deoghar, Dhanbad, East Singhbhum, Garhwa, Giridih, Godda, Gumla, Hazaribagh, Jamtara, Khunti, Koderma, Latehar, Lohardaga, Pakur, Palamu, Ramgarh, Ranchi, Sahebganj, Saraikela, Simdega and West Singhbhum. All positions are marked “Vacant” in the annexures. Candidates should check the Annexure-I of the official advertisements for the facility-wise list before bidding.
Eligibility Criteria
Candidates must satisfy all eligibility requirements prescribed in the advertisements on the relevant cut-off date (31-10-2026).
- Educational Qualification: MBBS degree with a Post Graduate Degree/Diploma from an NMC-recognized institution in the concerned specialty.
- Specialties (Advt. 2755, Non-Teaching SMO): Anesthesia, Dermatology, ENT, Forensic Science, Obstetrics & Gynaecology, Ophthalmology, Orthopedics, Pediatrics, Pathology, Medicine, Psychiatry, Radiology and Surgery.
- Specialties (Advt. 2750, NHM SMO): Anesthesia, Dermatology, ENT, Obstetrics & Gynaecology, Ophthalmology, Orthopedics, General Medicine, Psychiatry, Radiology and Surgery.
- Registration: The candidate must possess valid registration with the appropriate Medical Council, as required in the online application.
- Experience: Not mandatory, but greater relevant experience is used as a tie-break criterion in selection.
Salary/Stipend
There is no fixed pay scale. Remuneration is decided through the bidding process, and the details given in the advertisements are as follows:
- Maximum Bid: Candidates quote the monthly remuneration separately for each selected facility, and the quoted amount shall not exceed Rs. 3,00,000/- per month.
- Fixed Monthly Emoluments: The SMO is paid fixed monthly emoluments as prescribed under the terms of engagement.
- Incentive: In addition, the SMO is entitled to an incentive against the health insurance claims generated and settled through services rendered by him/her, as per Government Sankalp No. 58(21) dated 11-04-2025, as amended from time to time.
- Accommodation: Where Government accommodation is available, the selected SMO shall reside there. Otherwise, the officer shall ordinarily reside within a radius of 3 km from the District Hospital.
- The engagement is purely contractual and does not confer any claim for regular appointment, absorption, seniority or other service benefits applicable to regular Government employees.

- Age is calculated as on 31-10-2026.

Selection Process
Selection is through a facility-wise bidding process based on the monthly remuneration quoted by candidates, subject to fulfilment of the eligibility criteria. There is no written test or interview mentioned in the advertisements.
Facility-wise Bidding and Financial Bid
- A candidate may submit bids for a maximum of three facilities in one application form.
- The candidate must quote the monthly remuneration separately for each selected facility, not exceeding Rs. 3,00,000/- per month.
- The bid quoted is treated as final for the purpose of facility-wise consideration, and the bid proposal must be clear, complete and unambiguous.
Method of Selection
- Shortlisting and consideration are undertaken facility-wise, subject to fulfilment of the prescribed eligibility criteria.
- For each facility, the bidder quoting the lowest acceptable monthly remuneration is considered L-1.
- If two or more eligible candidates quote the same rate, the following criteria apply in order: (i) Post Graduate Degree is preferred over Diploma; (ii) greater relevant experience; (iii) date of birth; and (iv) other criteria prescribed by the Department of Personnel, Administrative Reforms and Rajbhasha.
- Preference to Persons with Disabilities and candidates of reserved categories is considered as per applicable Government provisions, including negotiation at the L-1 rate wherever applicable.
- If the selected L-1 bidder does not join the allotted facility within 30 days, the Department may offer the facility to the next eligible bidder. This continues until the post is filled or the bidders are exhausted.
- To fulfil a reserved category quota, after the L1 bidder whose quota is fulfilled, the first L2 bidder whose reserved category quota is not fulfilled is given an opportunity to serve at the amount determined by the L1 bidder. If the quota cannot be filled from L2, it is filled from L3 and L4 bidders.
- The Department may reject any quoted rate considered unacceptable, and selection does not confer any right to appointment or continued engagement.
Nature and Tenure of Engagement
- The engagement is purely contractual and continues only until a regular Specialist Medical Officer is posted against the concerned facility/post.
- An agreement may initially be executed for three years, but the allotment/engagement is co-terminus with the financial year and may be renewed with mutual consent until regular posting is made.
- The allotted facility is non-transferable.
Terms and Conditions of Service
- The selected SMO must discharge duties as per the prescribed Terms of Reference (TOR) of the concerned facility and instructions of the competent authority.
- A selected candidate who wishes to discontinue must give three months’ prior notice or deposit remuneration equivalent to three months in lieu of notice.
- If the services are found unsatisfactory, the Department may terminate the engagement with one month’s prior notice or one month’s remuneration in lieu thereof.
- The Department may prescribe further document verification, medical examination or other formalities before joining.

- Visit the Jharkhand recruitment portal, www.recruitment.jharkhand.gov.in, and read the advertisement and instructions carefully (details are also available at www.jrhms.jharkhand.gov.in).
- Fill in the online application, including candidate details (name, gender, date of birth, category, mobile number, e-mail ID, Medical Council registration number and issuing date), address details, educational qualifications and experience. Fields marked with an asterisk (*) are mandatory.
- Select the facilities you are applying for (maximum three) and quote the monthly remuneration for each facility, not exceeding Rs. 3,00,000/-.
- Upload the documents: recent passport-size photograph, signature, 10th and 12th mark sheets and certificates, complete educational qualification documents, experience certificates (currently employed candidates may upload the appointment letter and last three months’ salary certificate/bank statement), caste certificate issued by the competent authority of the Government of Jharkhand (if applicable), disability certificate (if applicable), Medical Council Registration Certificate, and the undertaking regarding present employment/non-employment.
- Pay the application fee, if prescribed in the portal, and submit the application. The application is successfully submitted only when the portal displays the status “Submitted Successfully”.
- Incomplete, defective or partially filled applications are liable to be rejected.
- A candidate must not submit more than one application for the same post. Multiple/duplicate applications may lead to cancellation of candidature.
- Requests for change/correction after final submission are not ordinarily entertained.
- Canvassing or attempting to influence the selection in any manner makes the candidature liable to rejection.
