Circular No. F.No. 121/26/2010/H&FW/1996-2045, dated 10.06.2011, of the Health and Family Welfare Department, Govt. of NCT of Delhi, allows the following relaxation when candidates are not available:
- If fresh candidates are not available, those who have completed 3 years of Senior Residency may be allowed to appear in the interview under relaxed norms.
- A separate merit list would be prepared for candidates who have completed 3 years of residency as SR.
- The list of fresh candidates would be used up first. The list of candidates under relaxed norms would be used only after that.
- All appointments from the second list will be for one year only and would not be renewable after one year.

Important Instructions
- Candidates already working in another organisation or hospital must submit a relieving order from it before joining. Without the relevant documents, no acceptance or joining will be allowed under any circumstances.
- The appointment of SC/ST/OBC/EWS candidates is provisional and depends on verification of the caste certificate. A false claim leads to immediate termination and possible action under the Indian Penal Code.
- OBC candidates must hold an OBC certificate issued for the Govt. of NCT of Delhi only, must not fall in the creamy layer, and must submit a copy of the Non-Creamy Layer certificate for the current financial year.
- Earlier service as a Senior Resident in Govt. hospitals or autonomous bodies set up by the Govt. counts towards the tenure. An undertaking about this must be given with the acceptance letter, along with documents as proof.
- The appointment is also subject to: a self-declaration of medical fitness at the time of joining; attested copies of all certificates; an oath of allegiance to the Constitution of India in the prescribed proforma; and verification of character and antecedents by the District Magistrate of the State/City where the candidate has lived for the last five years.
- Private practice of any kind is strictly prohibited, and the candidate must not work as an SR in any other hospital at the same time. Breaking this rule leads to termination, and proceedings with DMC for cancellation of registration may also be started.
- Senior Residents must wear a white coat with a name badge on duty and must not smoke on duty or while examining patients. They will work under the residency scheme in force at the time and may be asked to work in the Accident & Emergency Department as patient care requires.
- Leave: 2Β½ days of paid leave for each month of service. Unauthorised or wilful absence of more than 7 days leads to termination. No salary is paid for unauthorised absence, including strikes, and such periods will be mentioned in the experience certificate.
- Resignation needs 7 days’ prior notice, otherwise 7 days’ salary must be deposited. If no extension is wanted, the hospital must be told seven days before the 89th day. The hospital may also end the services with 7 days’ notice. The SR experience certificate is issued only after a No Dues Certificate and the leave record are submitted.
- All selected candidates must attend compulsory training on Bio-Medical Waste Management. For the venue and schedule, they must contact the M.O.I/c Bio-Medical Waste Management, Ambedkar Nagar Hospital.
- A candidate found to have given false information, or to have wilfully hidden facts, is liable to be removed from service.
